1. Shut down the browser.
2. Head to C:\Users\%USERPROFILE%\Local Settings\Application Data\Google\Chrome\User Data\ (Windows XP) or C:\Users\%USERPROFILE%\AppData\Local\Google\Chrome\User Data\ (Windows 7 or later). Remember, that AppData/Application Data is a hidden directory as default.
3. Find the Default folder and rename it to Default1.
4. Launch Google Chrome. The Default folder will be created automatically.
5. Open Default1 and delete Web Data file.
6. Then move all remained files from Default1 to Default.
7. Delete Default1.
If it wouldn't work, you can open the Default folder and delete Web Data file to solve the issue.
