How to rotate text so that it is tilted?

Sometimes text needs to be rotated or tilted to line up with an object in a photo, or for effect. This can be done easily with Photoshop but I prefer FastStone if possible. Any way to do this?

I supose you can't rotate text with Faststone Image Viewer. If you don't want to use Photoshop for this so try to find more simple programm for this.
