Pumpkin Duke is a rare hero but there are good chances that you will acquire him by opening Special Cards or Hero Cards. Gem rolling isn't a good method because developers have already added a lot of legendary heroes. It means that a chance to get Pumpkin has been decreased. I advise you to forget about multiple accounts and try to collect merits and log in the game every day to take day rewards.
